Strategy and Academic Affairs

The headship of the University of Cologne sees planning and strategic controlling as an important task that requires active management and the development of a planning culture guided by facts. Division 1 supports the university headship, the plans of the deans of the Faculties, and the University´s committees in this task, initiates and establishes strategic processes and ensures the quality of their implementation. It works to ensure the success of the University through university development and strategic controlling combined with operational control and quality assurance (evaluations).

We see ourselves as an interface to academic self-administration: Rectorate, Senate, Faculties, other academic bodies and representatives. We support the central committees Rectorate and Senate as well as various commissions, provide administrative services to the Rector and deal with issues of university law and policy. We are also responsible for holding the elections.

The department supports the university management regarding content, methodology and organization of university development and strategic quality assurance; thereby contributing to the development of a university-wide research-adequate and evidence-based planning culture.
The department's tasks include coordinating and preparing the university’s overall strategic plan and university-wide applications such as the Excellence Strategy, supporting and implementing central strategy processes, monitoring the national and international academic system through qualitative analyses and benchmarks, and providing conceptual and organizational support for strategic steering and quality development tools.

The task of the department Strategic Controlling and Information Management is to support the University of Cologne in its strategic decision-making processes in terms of content and methodology. The core tasks include the continuous development of university controlling as well as the analysis and preparation of decision-relevant data for strategic control by the university management.

Based on the latest data published in the Official Statistics, the department annually prepares a benchmark, uses it to show the development of the UzK in selected areas and also enables a comparison with other German universities. The annual coordination and analysis of national and international university rankings complete this benchmarking.

In addition, the department coordinates the target agreements between the rectorate and the faculties and is currently restructuring the entire process.

Capacity planning represents another core element of the department. In the course of the capacity calculation, the admission capacities for all degree programs of the University of Cologne are determined annually and the setting of maximum admission numbers is coordinated in consultation with the deaneries of the faculties and the university management.
